NHS Continuing Healthcare and NHS Funded Nursing Care

Overview

Individuals who need on-going care and support may require services arranged by the CCG and/or Local Authorities. CCGs and Local Authorities therefore have a joint responsibility to ensure that the assessment of eligibility for care and support takes place in a timely and consistent manner.

NHS Continuing Health Care (NHS CHC) means a package of on-going care to meet assessed needs of an individual aged 18 or over that have arisen as a result of disability, accident or illness. The care is arranged and funded solely by the NHS where professional assessments have found that the individual has a ‘primary health need’.

NHS Funded Nursing Care (NHS FNC) is the funding provided by the NHS to homes providing nursing to support the provision of nursing care provided by a registered nurse. Since 2007 NHS Funded Nursing Care has been based on a single band rate which is set by the Department of Health. The rate for 2017/18 is £155.05. In all cases individual will be considered for eligibility for NHS Continuing Health Care before a decision is reached about eligibility for NHS Funded Nursing Care.

NHS Continuing Healthcare National Framework (Revisions 2012)

The Department of Health has produced a pdf National-Framework for NHS Continuing Healthcare.pdf [pdf] 884KB (883 KB) . The National Framework was reviewed in 2009 and in 2012 and all versions have provided a national eligibility criteria and assessment process guidance to ensure decisions on who is eligible for NHS funded care are consistent, fair and easy to understand.

Local arrangements

Telford and Wrekin Council and Telford and Wrekin CCG work in partnership to ensure that core values and principles of the National Framework are recognised at all stages of the assessment process. It is however recognised that it is a complex area and in some cases there is a need for further review.

Personal health budgets

On 30th November 2012, the Minister of State for Care Services, Norman Lamb announced the national roll out of personal health budgets. This followed a three year pilot programme in the NHS, which ended in October 2012, and the publication of an independent evaluation report, led by the University of Kent. The final independent evaluation report, “Evaluation of the personal health budget pilot programme", found that personal health budgets can help to improve people’s quality of life.

Following this recommendation, the government confirmed its intention that, as of April 2014, individuals eligible for NHS Continuing Healthcare (NHS CHC) will have the right to request a personal health budget. The ‘right to request’ becomes a right to have a personal health budget from October 2014.

NHS Telford & Wrekin CCG recognises the right of everyone over the age of 18 who is eligible for NHS CHC, and every child assessed as meeting the criteria for Children and young people’s Continuing Care are able to ask for a personal health budget from April 2014, including, where appropriate a direct payment for healthcare.
